The diagnostics menu for paper path test and duplex is a separate entry and has no effect on the operation of the duplex on the printer except when perform a paper path test. Under the configuration menu there is a duplex setting which must be turned off. Just run a menu map from the information menu which will tell you what settings the printer has for all functions. If indeed duplex is turned off and the report still prints in duplex, then it has to be coming from the driver sending the job. You can test if you have the printer connected to a windows based computer. The AS400 is sending the job a plain text like an old dos program. On the windows computer you will want to use the net use command to capture to an lpt port. You will need to know the computer name and the share name of the printer on the windows computer. If you do not share, then just share it and give it says a share name of 3010. For the example below we shall have the computer name as computer and the share name as 3010. You substitute your actual names. Now you go to a dos command prompt. Start run and type command and hit enter. At the prompt type the following. net use lpt2: \\computer\3010 and hit the enter key. The computer should then say the command loaded successfully. Now at the prompt type cd\ and hit enter. Now type cd\windows and hit enter. Not type dir >> lpt2 and hit the enter key. The computer will now send the directory listing to the printer and I would think it would print only on one side. If it does you AS400 people need to correct the issue on there side. If it prints duplex, then you need to recheck the setting on the printer. Good Luck.
