The page you attached is called the "Show me how: Clear Jams" page. This can be printed via the device EWS: Settings Tab > Configure Device > Show me how > Clear Jams.
From reading your post it sounds like you encounter a paper jam and once cleared the "show me how: clear jams" page prints. Your concern being the wasted paper / toner as a result of printing the "show me how: clear jams" page. I think it best to focus on resolving the paper jam issue first thus limiting time spent clearing jams and reprinting jobs. When the paper jams what is displayed on the device control panel, i.e. 13.xx? You can also print a device Event Log or view it via EWS: Information Tab > Event Log.
