Is there any repetition to the dot pattern?  If the dots are showing up on the front of the page and are at a pitch of 38mm, then the issue is likely related to the toner cartridges.  You will have to replace all four (CMYK) cartridges.  The toner onthe ETB-belt can be cleaned off.
