Why printed documents look different when it is printed from different printers?

We are developing a Software for creating CMS1500 02/12 form (Letter Sized PDF 8.50x11.00 Inch). We did notice that the layout of the printed document was constantly changing with different printers. We would like to know if there is any printer specific generic setting for keeping the same print layout on every printer. We tried setting the scaling type of the printing page as None/Actual Size/Custom Scaling :100% but it was not going through.
        
        Following are the printers we used:
    1. HP Laser Jet 4000
    2. HP Laser Jet 4000N

        Windows XP and Windows 7 are the host Operation Systems used for the print testing process. PDF readers used are Adobe reader and Foxit reader.
        
        I request your valued suggestion to improve the printing layout of PDF documents, also if there is anything can be done from the Program itself just let know.
