That is exactly what that is.
It looks as though the font is being downloaded into a non-volatile flash memory, which on my LJ5000 is an addon DIMM, but it could also be stored on an internal hard drive or thumb drive. In theory you would only need to do it once on a given printer as the font would become a permanent internal font and would survive the printer being power cycled etc. You may have to purchase some internal storage for your new printer if it is not built in already.
So perhaps the Romam 8 symbol Set is needed for other purposes. I don't know.
