PCL initialization string from VMS

I am trying to set up a printer for a difficult preprinted form (GE IDX) using OpenVMS and need to get the header to push down about 1/4 of a line to get it to line up. Here is my initialization string in VMS

*27,"E",*27,"&l0.4e7d66F",*27,"&a0L",*27,"&k8.3H",*27,"&k0S",*27,"&l-85U",*27,"&l+17.8Z"

and the general string.

EcEEc&l0.6e7d66FEc&a0LEc&k8.3HEc&k0SEc&l-85UEc&l+17.8Z

Any help would be approciated.
