Unable to install printer. The specified procedure could not be found. HP LaserJet 1012

Hi,

I know that for HP LaserJet 1012 on Windows 8.1, the 64-bit Vista drivers are supposed to work.   here is what normally works, and exactly the steps I'm following:

however, as soon as I go to actually install, i get this error (screenshot attached):

Add Printer

[Main Instruction]
Unable to install printer. The specified procedure could not be found.

[OK]

I get 0 results when I search google for this error in quotes.

When I scan for hardware changes in device manager, windows installs automatically as an "Unspecified" device type. (screenshot attached).

Any ideas? Thanks!
