On the paper pickup assembly there is a solenoid with a "L" arm that prevents the pickup rollers from turning until the solenoid is activated. When activated the solenoid draws the ":L" arm to the center of the solenoid which releases the pickup rollers. When the power to the solenoid is turned off the arm releases back and stops the rollers from turning. HP used some dampening material on those solenoids to cut down on the noise and over time that material disintegrates and all that is left is the glue that held it. That glue causes the "L" arm to stick and not release back so the rollers do not stop and when the next page starts the printer errors out since it did not request another page. You need to download the service manual, just do a google search, remove the paper pickup assembly and then clean up the solenoids and place some new material down such as a thin piece of velcro.
