Hello James Heisig, I am an HP Support Engineer. I am speaking for myself and not for HP but I believe that I can assist you.
For Windows 7 you have two driver options: Microsoft inbox driver and / or HP UPD. I tested the HP Universal Print Driver PCL 6 v5.8.0 on a clean Windows 7 x64 OS pointed to a LJ 4250 and have the following options under Printing Preferences > Paper / Quality tab > Print Quality:
ProRes 1200 (141 lpi)
ProRes 1200 (180 lpi)
FastRes 1200
600 dpi
I would ask that you perform the following and report back:
1. Right click the printer in question and select Printer Properties
2. About Tab
3. Configuration Status
Note: Under Configuration Status you should see the following:
Automatic Configured 'date'
4. Select the Device Settings tab
5. Scroll to Installable Options
6. Automatic Configuration > Select Update Now
Let the Update Now process complete which will return you to the Print Properties screen. Once complete check your Print Quality options and report back to us.
