When Installing CP1525nw in 8.1 get: Unknown USB Device (Device Descriptor Request Failed)

I have an HP Pavilion 23-b034 All-in-One Desktop PC running Windows 8.1. I am attempting to install an HP LaserJet CP1125nw color printer but each time I plug it into (any) USB port, I get the message "USB device not recognized....The last USB device you connected to this computer malfunctioned and Windows does not recognize it." Under Device Manager, the printer appears with a yellow exclamation point as "Unknown USB Device (Device Descriptor Request Failed). When you double click the device in Device Manager, the Device status under the "General" tab states "Windows has stopped this device because it has reported problems. (Code 43) A request for the USB device descriptor failed." What I have already tried after uninstalling the unrecognized device each time to start afresh: 1. Using each of the four different USB ports and they all resulted in same message. 2. Used three different printer cables, all less than 5 meters and even bought a brand new Belkin and tried to no avail 3. Powered printer down and removed both printer cable and power cable then re-plugged in printer and power cable and  powered it back up. 4. Downloaded and have run both the Print and Scan Doctor and the Printer Install Wizard from HP; but could use neither one as the printer is not even recognized. 5. Downloaded the newest drivers and firmware for the printer but can't install either because the installs require the computer to first at least recognize the printer. *All other devices I have handy (iPhone, WD My Passport HD, Kodak ESP 7200 printer, HP LaserJet 1102w printer) will plug in just fine. But for some reason the CP1525nw results in the same error every time, no matter where I plug it in using which printer cables I have. Any assistance one could give would be greatly appreciated. I've seen several similar posts with this issue and it seems that they are suggesting the problem lies with the USB itself and not the device, but I find this a little confusing because all of my other devices are just fine.

ALSO: Just tried to install using HP laptop running Windows 8.0 and got the same error message on all 3 of its USB ports.
