The problem isn't with accessing the EWS on the printer via its IP address. That's all locked down. Only IT admins can get to it. The problem is the links in the driver properties on the Services tab of the Printer Properties page. Those links go to various pages on HP's website.
The Driver Pre-configuration Utility looks like it should disable that tab, or the actions on that tab, but it does not.

Blocking HP's website in everyone's browser also isn't a practical solution.
