There are only two places extra toner can be deposited on the paper. The first is the toner cartridge and the second is the fuser. You need to perform a half test to determine which part of the process the defect occurs. Place a sheet of paper on the manual tray and perform the same test page. When the back edge of the paper enters the printer, quickly open the toner door to stop the printing. Now remove the toner and look at the image below. If the defect is present, the issue is being caused by the toner cartridge and I do not care that you replaced it. Try a known good toner as most toners for this printer are aftermarket and refills as hp stopped making ton for this printer over 10 years ago. It will not be the laser/scanner or the transfer roller and the only item that may contribute to the condition that you have not changed is the high voltage power supply located above the paper tray.
